What does "RegOpenKeyEx (candidateKey)" mean?

Hello there

My friend is trying to work on a music software: "Cubase"

But it does not open, and gives that warning of "RegOpenKeyEx"

I tried to search for it but it doesn't give an idea of what it really is? I don't quite get it
